In a significant move to bolster regional ties and promote EU membership prospects, leaders from the European Union and the Western Balkans convened in Tivat, Montenegro. This summit, following a previous gathering in Brussels six months earlier, centered on the overarching theme of “Shared Prosperity and Stability of the EU and the Western Balkans.” Key discussions unfolded around EU enlargement, economic integration, and the need for enhanced security cooperation and regional resilience, especially in the face of mounting geopolitical challenges.

During the summit, EU leaders reiterated their steadfast support for the Western Balkans’ aspirations towards EU membership. They assessed the strides made in integrating the region into the EU’s economic framework. A crucial element of these discussions was the Growth Plan for the Western Balkans, initiated in 2023, which has earmarked up to €6 billion to facilitate reforms, stimulate investments, and promote deeper participation in the EU’s single market.

Leaders also delved into improving collaboration on foreign policy, defense, and cybersecurity matters. Special emphasis was placed on fortifying defenses against cyber threats, combating disinformation campaigns, and countering other forms of foreign interference, reflecting the region’s strategic importance and vulnerabilities in the current geopolitical climate.

The summit underscored the European Union’s pivotal role as the leading trading partner, investor, and donor for the Western Balkans. It also stressed the necessity for continued reforms and robust regional cooperation as these countries progress on their potential EU membership journey.
