Italian Premier Giorgia Meloni has reached out to European Commission President Ursula von der Leyen with a request to broaden the exemptions in the Stability and Growth Pact. In her correspondence, Meloni emphasized the need for these exceptions, initially intended for defense spending, to also cover measures aimed at mitigating the energy-price shock caused by the war in Iran.
Meloni’s letter specifically urged the EU executive to expand the scope of the National Escape Clause. This clause, designed for defense-related expenditures, should, according to her, include investments and initiatives to tackle the ongoing energy crisis. She highlighted the challenges her government would face in explaining any recourse to the SAFE programme, the EU’s framework to support member states’ defense investments, if these exemptions were not extended.
Despite Meloni’s appeal, the European Commission maintained its stance on the matter. A spokesperson for the Commission stated that there has been no change in their position regarding the potential suspensions or exemptions from the Stability Pact. The Commission has outlined various options available to member states, emphasizing the importance of adhering to fiscally responsible constraints.
The call from Italy’s premier underscores the broader challenges European nations are grappling with as they attempt to balance fiscal responsibility with the urgent need to address the economic ramifications of geopolitical conflicts.
