EU Council Allocates €191.9 Billion for 2027 Tech and Innovation Initiatives

The Council of the European Union has solidified its stance on the proposed EU budget for 2027, marking the conclusion of the bloc’s financial plans under the 2021-2027 long-term framework. The draft budget outlines commitments of €191.88 billion and payments amounting to €202.07 billion, not considering funds that are handled through special instruments outside the EU’s overarching budget plan.

According to the Council, the budget is crafted with a cautious financial approach, yet it ensures sufficient funding for essential EU policies and initiatives. A significant aspect of the budget is its focus on maintaining the EU’s capacity to handle ongoing geopolitical situations, notably the conflicts in Ukraine and the Middle East, as well as the challenges posed by migration.

Simon Harris, the Irish Deputy Prime Minister and Finance Minister, emphasized that the proposed budget would equip the EU with the necessary financial resources to tackle these intricate geopolitical issues. The Council underscored the need for financial flexibility, which is crucial in addressing unexpected events and ensuring that all existing commitments are met promptly.

The Council’s position on the budget is anticipated to be formally adopted in September. Following this, there is a deadline of November 16, 2026, to reach a final agreement with the European Parliament. The path to this agreement will likely involve intricate negotiations to align the interests of all member states and stakeholders involved.
